Built in 1980, by the Crumpler's Shipbuilding Company of Orange, Texas (hull #829) as the W.C. Binion Jr. for the Binion Marine Service Incorporated of Stafford, Texas.

In 1983, the tug was acquired by Hollywood Marine Incorporated of Houston, Texas. Where she was retained her name.

In 1999, she was acquired by the Kirby Corporation of Channelview, Texas. Where the tug retained her name.

In 2021, the tug was acquired by Wepfer Marine Incorporated of Memphis, Tennessee. Where she was renamed as the George Leavell Sr.

Repowered in 2004, she is driven by two Cummins KTA38 diesel engines. With Twin Disc reduction gears, at a ratio of 7:1. She is a twin screw towboat rated at 1,700 horsepower.
