Built in 1971, by Halter Marine Services Incorporated of New Orleans, Louisiana as the E. A. Gonsoulin for the Charpentier Towing Company of Houma, Louisiana.

In 1998, the tug was acquired by Hollywood Marine Incorporated of Houston, Texas. Where she was renamed as the Capt. Shorty C.

In 1999, she was acquired by the Kirby Corporation of Channelview, Texas. Where the tug retained her name.

In 2017, the tug was acquired by Wepfer Marine Incorporated of Memphis, Tennessee. Where she was renamed as the John Wepfer.

Repowered in 1979, the tug is driven by two GM 12-567BC diesel engines. With Reintjes reduction gears, at a ratio of 3:1. She is a twin screw, towboat, rated at 2,400 horsepower.
