Built in 1967, by Marinette Marine Corporation of Marinette, Wisconsin (hull # YTB 790) as the YTB-790 (Menominee) for the United States Navy.

Her keel was laid down on September 6th, 1966. The tug was launched on the of April 3rd, 1967. She was delivered to the United States Navy on of June 10th, 1967. And, was placed into service on June 10th, 1967. To the 5th Naval District at Norfolk, Virginia.

However in 1971, she was reassigned to Naval Station Mayport, Florida.

The date she was placed out of service is unknown. She was struck from the Naval Register on September 4th, 1998. And, disposed of by the Defense Reutilization and Marketing Service (DRMS) for reuse/conversion, on the of September 27th, 2000.

In 2000, the tug was acquired by an individual by the name of Al Johnson of Cleveland, Ohio. However, the tug was later abandoned.

In 2007, she was acquired by Arthur Fournier of the Fournier Towing and Ship Service of Belfast, Maine. Where the tug was renamed as the Capt. Bill.

She was powered by a single Fairbanks Morse 10-38D 8 1/8 diesel engine. With a Western reduction gear at a ratio of 5.95:1. Turning a single 144(in) by 112(in) fixed pitch, four bladed stainless steel fixed pitch propeller. For a rated 2,000 horsepower.

Her electrical service was provided by two 60kW/208V generators driven by two Detroit Diesel 6-71 diesel engines.

Her capacities were 28,600 gallons of fuel oil, 10,000 gallons of ballast, 1,200 gallons of potable water, and 710 gallons of lube oil.

The tug's towing gear consisted of an electric/hydraulic stern capstan. With a 10,000 pound line pull.

The tug was later acquired by Ocean Cay Aragonite of Boca Raton, Florida where she was renamed as the Billy F. However, the tug is currently no longer in documentation. Her current and or final disposition is unknown.
