Built in 2017, by Eastern Marine Shipbuilding of Panama City, Florida (hull #252) as the Douglas B. Mackie for Great Lakes Dredge and Dock Company of Oak Brook, Illinois.

Designed by Robert Hill of Ocean Tug and Barge Engineering of Milford, Massachusetts for Great Lakes Dredge and Dock of Oak Brook, Illinois.

Outfitted with a Taisei Coupler System, the tug is powered by two, Mak 12M32C-T3 diesel engines. With OCG SA382-2S reduction gears. Turning two, controllable pitch, Schottel SCP 109/4XG propellers, mounted in kort nozzles. She is a twin screw tug, rated at 15,662 horsepower.

Her electrical service is provided by two, 2,500kW, 6600VAC shaft generators. And, a 730kW generator, driven by a Caterpillar C32-T3 diesel engine. As well as a 550kW emergency generator. Driven by a Caterpillar C18-T3 diesel engine. The tug's capacities are 236,000 gallons of fuel. With 15,000 gallon day tanks, and 9,100 gallons of water.

The tug is "married" to the trailing, suction hopper, dredge barge, the Ellis Island. Constructed alongside the tug in 2017 (hull #253) at Eastern Shipbuilding Group of Panama City, Florida. Measuring 433(ft) long, by 92(ft)wide, by 36(ft) draft barge. With a 14,920 cubic yard capacity. The barge is outfitted with a dredge system powered by two EMD ME20G7C-T3 diesel engines, rated at 5,000 horsepower each. With two Schottel STT2 electric, fixed pitch, tunnel bow thruster units, rated at 800 horsepower each. As well as a 910kW generator, driven by a Caterpillar C32-T3 diesel engine for harbor service.
