Built in 1968, Albina Engine and Machine Works of Portland, Oregon (hull #406) as the Tyee for Pacific Inland Navigation Seattle, Washington.

Pacific Inland Navigation was later acquired by Crowley Marine Services of Seattle, Washington. Where the tug retained her name.

She was eventually acquired by Tidewater Barge Lines of Vancouver, Washington. Where the tug was renamed as the Challenger.

Powered by two EMD 12 CYL 645-E2 diesel engines, for a rated 3,000 horsepower.
