Built in 2011, with initial construction begun at Bender Shipbuilding Incorporated of Mobile, Alabama (hull #7900). And, completed by VT Halter Marine Incorporated of Pascagoula, Mississippi as the OSG Horizon for Overseas Shipholding Group of New York, New York.

She was the second COSTWISE tug designed was by Robert P. Hill of Ocean Tug and Barge Engineering of Milford, Massachusetts for the Overseas Shipholding Group of New York, New York.

Powered by two, Wartsila 9L32 diesel engines. The engines are designed to burn IFO380 fuel, as well as conventional marine diesel, depending on operating circumstances. Turning two, LIPS controllable pitch propellers mounted in high efficiency kort nozzles with triple shudder rudders. With independently steerable rudders, that have independent steering systems. She is a twin screw tug, rated at 12,000 horsepower.

Outfitted with an INTERcon coupler system, equipped with 64(in) diameter pins. Her electrical service is provided by three, 250kW Cummins generator sets. The tug's capacities are 214,000 gallons of Marine Heavy Fuel Oil, 60,500 gallons of conventional diesel fuel, and 33,000 gallons of water.
