Built in 1967, by Jacksonville Shipyards of Jacksonville, Florida (hull #647) as the Esso Empire State for the Esso Shipping Company of Wilmington, Delaware.

In 1972, the Esso Shipping Company became the Exxon Shipping Company of Wilmington, Delaware. Where the tug initially retained her name.

In 1973, the Exxon Shipping Company renamed the tug as the Exxon Empire State.

In 1993, in the wake of the Exxon Valdez incident. The Exxon Shipping Company was rebranded as the SeaRiver Maritime Company of Houston, Texas. Where the tug was renamed as the S/R Empire State.

In 1998, she was acquired by the Conoco Phillips Company of Houston, Texas. For service at their Bayway facility in Linden, New Jersey. Where she was renamed as the Empire State. She worked performing spot assist work, and escort work.

In 2006, the tug was acquired by the McAllister Towing and Transportation Company of New York, New York. Where she was renamed the McAllister Responder.

Powered by two, Caterpillar 12-D398 turbo diesel engines. With Lufkin reduction gears, at a ratio of 7.14:1. She is a twin screw tug, with kort nozzles, and flanking rudders she is a twin screw tug, rated at 1,800 horsepower.

Her capacities are 26,670 gallons of fuel oil, 628 gallons of lube oil, and 3,480 gallons of water. The tug features two fire monitors rated at 1,500 Gallons Per Minute, with a "throw" Range of 220(ft). She has a foam storage capacity of 2,000 gallons, and a nozzle capacity of 1,225 Gallons Per Minute.

The tug was equipped with 2,500(ft) of spill response oil containment boom. The Oil Spill Boom, had a nominal draft of 10(in) and a nominal draft of 16(in) and is buoyant up to (lb/ft) 41 lbs. and a tensile Strength of 36,500(lbs). However in 2009, McAllister Towing removed the containment boom spool.
