Built in 1999, by Main Iron Works Incorporated of Houma, Louisiana (hull #406) as the Cecilia B. Slatten for the Bisso Towboat Company Incorporated of Luling, Louisiana.

She was the first tractor tug constructed for the Bisso Towboat Company Incorporated by Main Iron Works.

Powered by two, EMD 16-645-E6 diesel engines. With a pair of Aquamaster US 2001 z drives. Outfitted with two, four bladed, 90(in) by 82(in) pitch, stainless steel propellers. For a rated 4,300 horsepower.

Her electrical service is provided by two, 75 kW Lima generator sets. Powered by two, GM 6-71 diesel engines.

The towing equipment consists of a Markey DYSF 48 hydraulic bow winch. Which was the first installed on a tug servicing the Mississippi River. As well as a McElroy Machine stern capstan, and Washington Chain and Supply tow hook.
