The tug was designed by Naval Architect Masasuke "Mat' Kawasaki of Design and Associates of New Orleans, Louisiana.
In 1989, the tug was acquired by E.N. Bisso and Son Incorporated of New Orleans, Louisiana. Where she was renamed as the A.T. Higgins.
In 2012, E.N. Bisso and Son Incorporated renamed the tug as the Peggy H.
In 2021, In 2021, the tug was acquired by Gulf Coast Tugs Inc. of Larose, Louisiana. Where the tug was renamed as the Marcella G. Gondran.
Originally powered by two, Caterpillar 16-399 TA diesel engines. She was a twin screw tug, rated at 2,250 horsepower.
In 2021, Powered by two, new Tier compliant, 3516B, diesel engines. With reverse, reduction gears at a ratio of 5:09:1 turning two fixed pitched propellers in Kort Nozzles. For a rated 6,000 horsepower; 4,400 brake horsepower.
Her electrical service is provided by two, 99kW generator sets. The tugs capacities are 72,000 gallons of fuel, 175 gallons of hydraulic oil, 1,300 gallons of lube oil, 1,300 gallons of gear oil and 12,500 gallons of potable water.
Her towing gear consists of a double-drum towing Intercontinental DD 175 winch. Driven by a dedicated diesel engine and torque convertor, the double drums are outfitted with 2,000(ft) of 1.75(in) wire each.
