Built in 1984, by Balehi Marine Incorporated of Lacombe, Louisiana (hull #60) as the Shannon James for T.L. James Incorporated of Ruston, Louisiana.

In 1998, the tug was acquired by the Great Lakes Dredge and Dock Company of Oak Brook, Illinois. Where she was renamed as the Pelican State.
