Built in 2019, by the Great Lakes Shipyard of Cleveland, Ohio (hull #6504) as the Pennsylvania for for the Great Lakes Towing Company of Cleveland, Ohio.

The tug was the third of ten, Stan Tug 1907 ICE vessels constructed for the Great Lakes Towing Company of Cleveland, Ohio. By the Great Lakes Towing Company of Cleveland, Ohio.

The design is based off of the Damen Shipyards Group's Stan Tug 1907 ICE design. Part of her design includes extra hull pate thickness, brackets, and fendering, so that, true to her ICE designation, she can operate safely during ice season in the Great Lakes. Making the tug the first Damen tug built under licence in the United States.

She is equipped with a "FlexaDrive" system, which uses the generator sets to run 75-hp motors on each reduction gear. Allowing the generators sets to turn the shafts. This "hybrid mode" is mainly for saving fuel transiting to a job, or idling alongside a ship. With the engines providing propulsion power, the electric motors operate "in reverse" and send electric power to the ship's systems. A third operating mode, "boost" operates the main engines and the generator sets simultaneously, increasing thrust output by 10 percent, to be used in exceptional circumstances.

Powered by two, Tier III compliant, MTU 8V 4000 diesel engines. With Twin Disc MGX-5321 reduction gears, at a ratio of 5.46:1. Turning two, 71(in), kaplan, fixed pitch propellers, mounted in kort nozzles. She is a twin screw tug, rated at 2,000 horsepower.

Her electrical service is provided by two 99kW John Deere/Marathon generator sets. The tug's capacities are 7,000 gallons of fuel, 290 gallons of lube oil, 271 gallons of dirty oil, 1,205 gallons of water.
