Built in 1981, by the Crumpler's Shipbuilding Company of Orange, Texas (hull #833) as the Russell Granier for the Transload and Transport Company of Buffalo, Iowa.

In 1987, the tug was acquired by Alter Barge Lines Incorporated of Bettendorf, Iowa. Where she was renamed as the Joshua. And, was operated by Blackhawk Fleet Incorporated of Davenport, Iowa as the Joshua.

In 2011, she was acquired by the Marquette Transportation Company of Jefferson, Louisiana. Where the tug retained her name.

In 2017, the tug was acquired by the C and B Marine Equipment Company of Covington, Kentucky. Where she was renamed as the Bromley.

Powered by two, Cummins KTA19-M diesel engines. With Tonan reduction gears, at a ratio of 5.86:1. She is a twin screw towboat, rated at 1,000 horsepower.
