Built in 1961, by the Guntert and Zimmerman Construction Company of Stockton, California as the Elmo-F. for the Guntert and Zimmerman Construction Company of Stockton, California.

The tug was later acquired by the Pacific Towboat and Salvage Company of San Diego, California. Where she was renamed as the Cuyamaca.

She was later sold, where she was renamed as the Leif S.

In 1992, she was acquired by the Brusco Tug and Barge Company of Longview, Washington. Where the tug was renamed as the Heidi Brusco.

In 2007, the tug was acquired by ForeWest Maritime of Bainbridge Island, Washington. Where she was renamed as the Otter.

In 2017, she was acquired by Trucano Construction Incorporated of Juneau, Alaska. Where the tug retained her name.

The is a single screw, rated at 1,200 horsepower.
