Built in 1969, by the Pacific Tow Boat Company of Anacortes, Washington as the Peggy Foss for the Foss Maritime Company of Tacoma, Washington.

In 2002, the tug was acquired by the American Construction Company of Tacoma, Washington. Where she was renamed to Victory.

She is a single screw tug, rated at 450 horsepower.
