Built in 1973, by McDermott Shipyard Incorporated of Morgan City, Louisiana (hull #177) as the Judy Moran for the Moran Towing Corporation of New York, New York.

In 2017, the tug was acquired by the Fournier Towing and Ship Service of Belfast, Maine. Where she was renamed as the Captain Arthur Fournier.

Powered by two, twelve cylinder, EMD 12-645-E2 diesel engines. Turning two bronze, fixed pitch, propellers. She is a twin screw tug, rated at 3,000 horsepower.

Her electrical service is provided by two 75kW generator sets. The tug's capacities are 44,909 gallons of fuel.
