Built in 1967, by Gulfport Shipbuilding of Port Arthur, Texas (hull #685) as the Ellena Hicks for Gulfcoast Transit of Tampa, Florida.
The tug was later acquired by McAllister Towing and Transportation of New York, New York where she was renamed as the Colleen McAllister.
She is Powered by two EMD 12-645-E5 main engines with Falk reduction gears at a ratio of 4.27:1 for a rated 4,300 horsepower.
Her capacities are 70,378 gallons of fuel oil, 1,440 gallons of lube oil, and 2,467 gallons of potable water.
The towing gear consists of a Markey TYS 36 single drum towing winch equipped with 2,200(ft)of 2 1/4(in)towing wire. The winch can be run at two speeds. At high which is 25,000 lbs. or 100(ft) per minute or low which is 50,000 lbs. or 5(ft) per minute. Her upper wheelhouse features a 45(ft) height of eye.
