Built in 1989, by J.M. Martinac Shipbuilding of Tacoma, Washington (hull #235) as the Eleu for the Hawaiian Tug and Barge Company of Honolulu, Hawaii. A division of the Young Brothers Company of Honolulu, Hawaii.

In 2013, the Hawaiian Tug and Barge Company, and the Young Brothers Company. Were absorbed into the Foss Marine Holdings Company of Seattle, Washington. Where the tug retained her name.

In 2022, the tug was acquired by the Department of Port Administration of Pago Pago, American Samoa. Where she was renamed as the Toloa.

The tug is outfitted with Niagata ZP-2A z drives. She is a twin screw tractor tug, rated at 2,800 horsepower.

Her deck equipment consists of a Burrard Iron Works winch, mounted on her bow. Outfitted with 300(ft) of 10(in) twelve strand, nylon line. With a 7.5(in) by 150(in) 12(in) by 12(in) strand pendant.
