Built in 1972, by Houma Welders Incorporated of Houma, Louisiana (hull #30) as the Kelly Candies for the Otto Candies Company of Des Allemands, Louisiana.

In 1988, the tug sold. Where she was renamed as the OPI Captain Andrew.

In 1995, she was acquired by Tidewater Marine Services Incorporated of New Orleans, Louisiana. Where the tug was renamed as the Gulf Wind II.

In 2000, the tug was acquired by Seaforce Marine Incorporated of Norfolk, Virginia. Where she was renamed as the Chesapeake.

In 2006, she was acquired by K-Sea Transportation Partnership Incorporated of East Brunswick, New Jersey where she was renamed as the Sargasso Sea.

In 2010, the tug was "laid up" with a cracked engine block. At which time, she was acquired by the Island Tug and Barge Company of Seattle, Washington. Where she was renamed as the Island Voyager.

Powered by two, twelve cylinder, EMD 12-645-E5 diesel engines. With Western 4.12:1 reduction gears, turning two 117(in), cast steel, fixed pitch propellers. She is a twin screw tug, rated 2,460 horsepower.

Her electrical service is provided by two, 75kW generator sets. The tug's capacities are 72,000 gallons of fuel, 12,000 gallons of potable water and 10,000 gallons of ballast.

The towing equipment consists of a double drum, Markey TDSD-32 towing winch. Outfitted with 1,800(ft) of 2(in) wire on each drum.
