Built in 1981, by Modern Marine Power of Houma, Louisiana (hull #39) as the Persistence.

In 1983, the tug was acquired by A.T. Cheramie of Lafayette, Louisiana where she was renamed as the Craig A. Cheramie.

In 1988, she was acquired by Harvey Offshore of New Orleans, Louisiana. Where she was renamed as the Harvey Gladiator.

In 1991, the tug was acquired by Tidewater Marine Subsidiary Twenty Grand Offshore of New Orleans, Louisiana. Where she was renamed as the El Rhino Grande.

The tug was eventually acquired by Bisso Marine of New Orleans, Louisiana. Where she was renamed as the William Bisso. The tug was named for William A. Bisso V. The son of W.A. "Beau" Bisso IV.

Powered by two EMD 16-645 E2 diesel engines with Reintjes reduction gears at a ratio of 4:1 turning two 108(in) by 81(in) stainless steel, fixed pitch propellers, mounted in Kort Nozzles for a rated 4,200 horsepower.

Her electrical service is provided by two 75 kW generators driven by two GM 6-71 engines. The tug has a fuel capacity of 47,200 gallons.

The towing gear consists of an INTERcon DD-175 double drum towing machine, with two hydraulic pins and a stern roller.
