Built in 1973, Rayco Shipbuilders and Repairs Incorporated of Bourg, Louisiana (hull #34) as the Capt. Frank for Illinois Barge Line Incorporated of Wheaton, Illinois.

In 1977, the tug was acquired by BKI Joint Venture of Bourg, Louisiana. Where she was renamed as the T.E. Ragsdale.

In 1980, she was acquired by Compass Marine Services Incorporated of New Orleans, Louisiana. Where the tug retained her name.

In 1982, the tug was acquired by National Marine Incorporated of New Orleans, Louisiana. Where she retained her name.

In 1983, she was leased to Lemont Harbor and Fleeting Service Incorporated Lemont, Illinois. Where the tug retained her name.

In 1998, the tug was acquired by American Commercial Barge Line Incorporated Jeffersonville, Indiana. Where she was renamed as the Michael P. O'Neil.

Repowered in 2011, she is driven by two Caterpillar C18 diesel engines. With Twin Disc reduction gears, at a ratio 7:1. She is a twin screw towboat, rated at 1,100 horsepower.
