Built in 2015, by Diversified Marine Incorporated of Portland, Oregon (hull #29) as the Lela Franco for Tug Construction LLC. of Seattle, Washington.

In 2015, the tug was chartered to Harley Marine Services Incorporated of Seattle, Washington. Where the tug retained her name.

Named named after the wife of Harley Marine Incorporated Chairman, and CEO Harley Franco, Lela Franco.

In 2019, the tug was returned to Tug Construction LLC of Seattle, Washington. Where she was chartered the Foss Maritime Company of Seattle, Washington and retained her name.

Powered by two, Tier III compliant, Caterpillar 3516C diesel engines. With Rolls Royce US205FP z drives. Outfitted with two, four bladed, Nibral, skewed 2,400(mm)/94(in) propellers. She is a twin screw tractor tug, rated at 5,800 horsepower.

Her electrical service is provided by two, 125kW Marathon generator sets. Driven by two, John Deere diesel engines. The tug's capacities are 30,000 gallons of fuel, 2,800 gallons of fresh water, and 370 gallons of lube oil.

The deck equipment consists of a Markey DEPC-46, towing winch mounted on the bow. Outfitted with 600(ft) of 8(in) spectra line. And a Markey DEPC-32, towing winch mounted on the stern. Outfitted with 250(ft) of 6(in) spectra line.
