Built in 2019, by the Eastern Shipbuilding Corporation of Panama City, Florida (hull #226) as the A. Thomas Higgins for the E.N. Bisso and Son Company of Metairie, Louisiana.

She is a RAL RApport 2400 Z-Drive tractor tug design by Robert Allan Ltd. of Vancouver, British Columbia.

Powered by two, Tier IV compliant, Caterpillar 3512E diesel engines. With Rolls Royce US205 P20 z-drives. She is a twin screw tractor tug, rated at 5,100 horsepower.

Her electrical service is provided by two, 99kW, Tier III compliant, John Deere 4045AFM85 generator sets. The tug's capacities are 28,000 gallons of fuel, 8,750 gallons of potable water, and 850 gallons of urea.

The towing equipment consists of a Markey DEPCF-42 HS, single drum 40 horsepower, render-recover, winch mounted on the bow. And, a Markey CEPB-40 5 horsepower capstan on the stern.
