Built in 1971, by Jeffboat Incorporated of Jeffersonville, Indiana (hull #2400) as the Bill Elmer for American Commercial Lines Incorporated of Jeffersonville, Indiana.

In 2014, the tug was acquired by the Marquette Transportation Company of Jefferson, Louisiana. Where she was renamed as Amy W. Bramlitt.

Originally powered by three, MaK 6M453 diesel engines. With Falk reduction gears, at a ratio of 3.15:1. Turning three, 110(in) by 110.5(in), stainless steel, fixed pitch propellers, mounted in kort nozzles. She was a triple screw towboat, rated at 7,450 horsepower.

In 1983, the tug was re powered with three, Tier III compliant, EMD-12-710G7C-T3 diesel engines. With Falk reduction gears, at a ratio of 4.345:1. Turning three, 110(in) by 110.5(in), stainless steel, fixed pitch propellers, mounted in kort nozzles. She is a triple screw towboat rated at 9,000 horsepower.

Her electrical service is provided by two, John Deere 6090 generator sets. The tug's capacities are 96,504 gallons of fuel, and 2,560 gallons of lube oil.
